Fiscal Year 2024 Community Project Funding Requests
Pursuant to guidelines issued by the House Appropriations Committee, Members of the House of Representatives may request Community Project Funding for up to 15 projects in their district or state in the Fiscal Year 2024 Appropriations Process. U.S. Rep. Hal Rogers submitted the following project requests to the U.S. House Appropriations Committee in April 2023.

PROJECT TITLE: Kentucky River Flood Mitigation Investigation
PROPOSED RECIPIENT: U.S. Army Corps of Engineers, Louisville District
RECIPIENT ADDRESS: P.O. Box 59, Louisville, Kentucky 40201
REQUEST AMOUNT: $2,000,000
REQUEST EXPLANATION: This funding will enable the United States Army Corps of Engineers, Louisville District to conduct an investigation on potential flood mitigation solutions along the Kentucky River and its watershed. This region experienced disastrous flooding in July and August of 2022, which lead to the destruction of thousands of homes and businesses and the loss of 44 lives.
PROJECT TITLE: Somerset Northern Bypass
PROPOSED RECIPIENT: Pulaski County Fiscal Court
RECIPIENT ADDRESS: 100 North Main Street Suite, Somerset, Kentucky
REQUEST AMOUNT: $50,000,000
REQUEST EXPLANATION: This project would construct the Somerset Northern Bypass from US27/LN 9008 Louie Nunn Cumberland Parkway Interchange to the KY 461/KY 80 Interchange in Pulaski County, Kentucky. This provides a vital artery for state and regional economic growth from western to eastern Kentucky. It will provide a true east-west connector linking I-65 to I-75 in London and Mt. Vernon, and facilitate greater economic access.
PROJECT TITLE: Operation UNITE Substance Abuse Prevention and Treatment
PROPOSED RECIPIENT: Unlawful Narcotics Investigations, Treatment, and Education Inc.
RECIPIENT ADDRESS: 350 C.A.P. Drive, London, Kentucky 40744
REQUEST AMOUNT: $2,000,000
REQUEST EXPLANATION: Operation UNITE will use the funding to enhance and expand prevention and treatment efforts through school-based drug prevention clubs and their community anti-drug coalitions.
PROJECT TITLE: Eastern Kentucky PRIDE Septic System Program
PROPOSED RECIPIENT: Eastern Kentucky PRIDE
RECIPIENT ADDRESS: 2292 South Highway 27; Somerset, KY 42501
REQUEST AMOUNT: $1,000,000
REQUEST EXPLANATION: Eastern Kentucky PRIDE will use this funding to provide grants to install septic systems or connection to sewer lines for qualifying low-income homeowners who currently have a failing septic system or no wastewater treatment method.
PROJECT TITLE: City of Ashland Wastewater Treatment Plant
PROPOSED RECIPIENT: City of Ashland
RECIPIENT ADDRESS: 1700 Greenup Avenue, Ashland, Kentucky 41101
REQUEST AMOUNT: $7,000,000
REQUEST EXPLANATION: This funding will provide for the construction of a new wastewater treatment plant in Ashland, Kentucky. This will upgrade and expand existing facilities in compliance with federal code, providing safe and reliable water services to thousands of customers.
PROJECT TITLE: Morehead Utility Plant Board Water System Improvements
PROPOSED RECIPIENT: Rowan County Fiscal Court
RECIPIENT ADDRESS: 600 West Main Street, Morehead, Kentucky 40351
REQUEST AMOUNT: $5,000,000
REQUEST EXPLANATION: This funding would provide for critical water system improvements in Morehead, Kentucky. This project would expand water treatment plant capacity, install a new raw water intake to meet demand, and provide system resiliency measures to ensure reliable service.
PROJECT TITLE: Morehead State University
PROPOSED RECIPIENT: Morehead State University
RECIPIENT ADDRESS: 150 University Blvd, Morehead, Kentucky, 40351
REQUEST AMOUNT: $9,953,000
REQUEST EXPLANATION: This funding will be used for equipment to improve the Space Tracking Stations at Morehead State University to achieve higher data rates in support of future NASA programs. These two high data rate (ka-band) ground stations will have the capability to support NASA's Near Space Network, Artemis, Gateway, CLPS, and Moon to Mars programs and will provide communication, tracking, and navigation services to NASA, as well as create the capability to provide high data rate services for NASA into the future and enhance the workforce pipeline.
PROJECT TITLE: City of Cumberland Water System Improvements
PROPOSED RECIPIENT: City of Cumberland
RECIPIENT ADDRESS: 402 W Main St; Cumberland, KY 40823
REQUEST AMOUNT: $1,000,000
REQUEST EXPLANATION: The City of Cumberland will use this funding to implement critical water system improvements in the City of Cumberland, Kentucky. This project will also provide first time water service to residents located in Letcher County, KY. Residents in this area have been seeking access to clean, potable drinking water for over 24 years.
PROJECT TITLE: Southern Water and Sewer District Water System Improvements
PROPOSED RECIPIENT: Southern Water and Sewer District
RECIPIENT ADDRESS: PO Box 610, McDowell, Kentucky 41647
REQUEST AMOUNT: $4,000,000
REQUEST EXPLANATION: This funding would update and replace aging and outdated equipment and components at the Water Treatment Plant and Intake structure that are necessary in the water treatment process to meet all state and federal drinking water regulations. This water treatment plant and distribution system will supply potable drinking water to the communities of Allen, Eastern, Garrett, Langley, McDowell, Minnie, Wayland and Weeksbury located in Floyd County.
PROJECT TITLE: Homes for Flood Victims
PROPOSED RECIPIENT: Housing Development Alliance, Inc.
RECIPIENT ADDRESS: 2871 North Main St; Hazard, KY 41701
REQUEST AMOUNT: $4,500,000
REQUEST EXPLANATION: Housing Development Alliance, Inc. (HDA) will use this funding to construct new homes for victims of the catastrophic 2022 flooding in the region. The project is an appropriate use of taxpayer dollars because housing remains the number one need for those impacted by this disaster. The homes will be sold at appraised value and financed for the home buyer through forgivable grants and loans.
PROJECT TITLE: City of Manchester Raw Water Pump Station
PROPOSED RECIPIENT: City of Manchester
RECIPIENT ADDRESS: 207 Church Street, Manchester, Kentucky, 40962
REQUEST AMOUNT: $1,000,000
REQUEST EXPLANATION: This funding would provide for the construction of a new Raw Water Pump Station in the City of Manchester. Currently, the station is only working at 75% capacity and needs serious repairs, which often impacts the community including schools, hospitals, and the Manchester Federal Prison. This project, Deep Mine Pump Station, is the first phase in the multiphase project to more consistently maintain lake levels to allow full capacity use of the current Water Plant. Manchester Water strives to provide safe, reliable drinking water to over 6500 customers.. The additional capacity provided by this project will help maintain the needs of existing customers and provide for growth opportunities to our industrial park as well.
PROJECT TITLE: Challenger Learning Center of Kentucky
PROPOSED RECIPIENT: Challenger Learning Center of Kentucky
RECIPIENT ADDRESS: 1 Community College Dr., Hazard, Kentucky, 41701
REQUEST AMOUNT: $650,000
REQUEST EXPLANATION: The Challenger Learning Center of Kentucky will use this funding to provide a new, comprehensive STEM education program in collaboration with community partners and K-12 schools throughout eastern Kentucky. This program will motivate and inspire young people to learn while exposing them to exciting STEM careers in growing industries like healthcare, engineering, robotics, and aerospace.
PROJECT TITLE: Martin County Water System Improvements
PROPOSED RECIPIENT: Big Sandy Area Development District
RECIPIENT ADDRESS: 110 Resource Court, Prestonsburg, KY, 41653
REQUEST AMOUNT: $8,419,000
REQUEST EXPLANATION: This funding will provide for the replacement of an aging and dilapidated water system that serves the citizens of Martin County. The project involves the installation of 49,600 linear feet of water distribution lines ranging from 12 inch to 3 inch, replacement of 240 residential meters, services lines and other appurtenances. This area of the system has been identified as one of the water systems major problem areas that is contributing to the large amount of water outages in the system. Martin County Water District has a long history of having major problems with water outages, with the entire water system having a water loss of 72%. It is not uncommon for customers to be out of water for a period of 2-3 weeks.
PROJECT TITLE: Wayne County High School Repurpose
PROPOSED RECIPIENT: City of Monticello
RECIPIENT ADDRESS: 120 S Main St; Monticello, KY 42633
REQUEST AMOUNT: $5,300,000
REQUEST EXPLANATION: The City of Monticello will use this funding to remove the mold, asbestos, lead, and rotting roof from the former Wayne County High School building and use the historic masonry remaining to construct a community center. The facility would be used for farmers markets, provide afterschool activities for children, and connect to walking paths at the nearby park, among other community uses. This is an appropriate use of taxpayer funds because it provides a much-needed community center to the area while preserving a registered historic building at a fraction of the cost of a traditional full restoration.
PROJECT TITLE: Louisa Water Treatment Plant
PROPOSED RECIPIENT: City of Louisa
RECIPIENT ADDRESS: 215 North Main Cross Street, Louisa, Kentucky 41230
REQUEST AMOUNT: $4,000,000
REQUEST EXPLANATION: This funding will provide for the replacement of the existing wastewater treatment plant that is reaching its operational design life. In addition to the age, this plant was originally built in a flood prone area in 1978. Regulations now would not permit that location. As a part of this project, the new plant would be placed on property adjacent to the current location but not in a flood prone area. Louisa currently has an enforcement action against it by the state to remedy the flooding of portions of the plant.
