Fiscal Year 2025 Community Project Funding Requests

Pursuant to guidelines issued by the House Appropriations Committee, Members of the House of Representatives may request Community Project Funding for up to 15 projects in their district or state in the Fiscal Year 2025 Appropriations Process. U.S. Rep. Hal Rogers has submitted the following project requests to the U.S. House Appropriations Committee for fiscal year 2025.

PROJECT TITLE: Section 531 Environmental Infrastructure Program
PROPOSED RECIPIENT: U.S. Army Corps of Engineers, Huntington District
RECIPIENT ADDRESS: N/A
REQUEST AMOUNT: $10,000,000

REQUEST EXPLANATION: This Community Project Funding Request will enable the United States Army Corps of Engineers, Huntington District to maximize their capability through the Section 531 Environmental Infrastructure Program. Since its inception in 1996, with close collaboration with Eastern Kentucky PRIDE, Section 531 has provided safe, reliable drinking and wastewater to thousands of homes and businesses in Eastern Kentucky.

PROJECT TITLE: Pikeville Police Department
PROPOSED RECIPIENT: City of Pikeville
RECIPIENT ADDRESS: 243 Main Street, Pikeville, Kentucky 41501
REQUEST AMOUNT: $5,000,000

REQUEST EXPLANATION: This project will construct a new police department providing a department that has outgrown its aging building with adequate space to serve the community safely.

PROJECT TITLE: Louisa Fire Department and Emergency Facility
PROPOSED RECIPIENT: City of Louisa
RECIPIENT ADDRESS: 215 N. Main Cross Street, Louisa, Kentucky 41230
REQUEST AMOUNT: $3,250,000

REQUEST EXPLANATION: This project will allow Louisa to construct a facility for essential fire and emergency services.

PROJECT TITLE: Morehead State University Payload Operations Center
PROPOSED RECIPIENT: Morehead State University
RECIPIENT ADDRESS: 150 University Blvd., Morehead, Kentucky 40351
REQUEST AMOUNT: $7,540,000

REQUEST EXPLANATION: The program will establish the capability at MSU to provide Payload Operations services for commercial space stations, for government space stations (i.e. ISS, Gateway), and for secondary payloads on vehicles launched in support of NASA Moon to Mars programs. These capabilities involve upgrading and enhancing the existing Space Science Center’s Mission Operations Center (computer servers, IT network, Firewalls, Software Systems). The POC will provide communications, commanding, monitor (meta data), telemetry and science data from payloads aboard space station platforms.

PROJECT TITLE: First Responders Communication Equipment
PROPOSED RECIPIENT: The Center for Rural Development, Inc.
RECIPIENT ADDRESS: 2292 South Highway 27, Suite 300, Somerset, Kentucky 42501
REQUEST AMOUNT: $20,000,000

REQUEST EXPLANATION: Local city and county law enforcement agencies severely lag behind their state and federal counterparts when it comes to technology that allows them to do their job. This project funding would allow city and county law enforcement agencies in Kentucky's Fifth Congressional District to apply for funds to upgrade their technology equipment.

PROPOSED RECIPIENT: Fiscal Court Pulaski County
RECIPIENT ADDRESS: 100 N. Main Street, Somerset, Kentucky 42501
REQUEST AMOUNT: $40,000,000

REQUEST EXPLANATION: This community project funding would be used to construct the Somerset Northern Bypass from US27/Louie Nunn Cumberland Parkway Interchange to KY 461/KY 80 Interchange in Pulaski County, KY, providing a vital artery for state and regional economic growth.

PROJECT TITLE: Mountain Parkway Expansion
PROPOSED RECIPIENT: Kentucky Transportation Cabinet (KYTC)
RECIPIENT ADDRESS: 200 Mero Street, Frankfort, Kentucky 40622
REQUEST AMOUNT: $40,000,000

REQUEST EXPLANATION: This community project funding would be used for the Mountain Parkway Expansion project that will provide needed transportation improvements from Salyersville to Prestonsburg. This critical funding would provide the resources for the construction of 12.6 miles of a new aligned and fully controlled access highway.

PROJECT TITLE: Wolfe County Emergency Facility
PROPOSED RECIPIENT: Wolfe County Fiscal Court
RECIPIENT ADDRESS: 16 Court Street, Compton, Kentucky 41301
REQUEST AMOUNT: $5,000,000

REQUEST EXPLANATION: This project will allow Wolfe County to construct a facility for emergency services that is centrally located to areas that are currently underserved. This facility will house equipment, allow for 911 operations, offer a landing pad for medical helicopters and host critical emergency training.

PROJECT TITLE: Northern McCreary County Firehouse
PROPOSED RECIPIENT: McCreary County Fiscal Court
RECIPIENT ADDRESS: 1 Main Street, Whitley City, Kentucky 42653
REQUEST AMOUNT: $2,000,000

REQUEST EXPLANATION: This project will construct a 6300 square foot fire station, which will replace the current building that is nearly sixty years old and facing significant structural failures. This critical infrastructure will allow the fire department to provide improved response times to over 17,300 residents of southeastern Kentucky by relocating the fire department down the road to an area that won’t be impacted by delays brought on by the station's proximity to a railroad crossing. This new building will also prevent the fire department from needing to cross a narrow bridge that cannot safely withstand the load of the fire engines that are nearly four times the weight of the bridge's capacity.

PROJECT TITLE: City of Pikeville Industrial Building
PROPOSED RECIPIENT: City of Pikeville
RECIPIENT ADDRESS: 243 Main Street, Pikeville, KY 42501
REQUEST AMOUNT: $6,000,000

REQUEST EXPLANATION: This Community Project Funding request will support the construction of an industrial building suitable for light industrial manufacturing on a build ready site. It is anticipated that this new site will support the creation of 75-100 jobs, revitalizing the local economy.

PROJECT TITLE: London/Corbin Airport Terminal Renovation
PROPOSED RECIPIENT: London-Corbin Airport

REQUEST AMOUNT: $2,000,000

REQUEST EXPLANATION: This project will update the 40-year-old terminal building improving safety, security, energy efficiency and functionality.

PROJECT TITLE: Clay County Industrial Building
PROPOSED RECIPIENT: Clay County Fiscal Court
RECIPIENT ADDRESS: 102 Richmond Road, Suite 201, Manchester, KY 40962
REQUEST AMOUNT: $3,000,000

REQUEST EXPLANATION: This request will support the construction of a multi-purpose industrial facility in Clay County, Kentucky. This facility will bring much needed economic development to the region.

PROJECT TITLE: Harlan County Water Loss Reduction Project
PROPOSED RECIPIENT: Harlan County Fiscal Court
RECIPIENT ADDRESS: 210 E. Central Street, Suite 300, Harlan, Kentucky 40831
REQUEST AMOUNT: $2,000,000

REQUEST EXPLANATION: This project funding will provide critical water infrastructure improvements for residents in Harlan, Evarts, Cumberland, Benham, and Lynch. These improvements will mitigate water loss and prevent disruptions to service.

PROPOSED RECIPIENT: Fiscal Court Pulaski County
RECIPIENT ADDRESS: 100 North Main Street, Somerset, Kentucky, 42501
REQUEST AMOUNT: $5,000,000

REQUEST EXPLANATION: This project request will fund grants for water infrastructure improvements in Pulaski County and surrounding areas.

PROJECT TITLE: Operation UNITE Substance Abuse Prevention and Treatment
PROPOSED RECIPIENT: Unlawful Narcotics Investigations, Treatment, and Education Inc.
RECIPIENT ADDRESS: 350 C.A.P. Drive, London, Kentucky 40744
REQUEST AMOUNT: $2,000,000

REQUEST EXPLANATION: Operation UNITE will use the funding to enhance and expand prevention and treatment efforts through school-based drug prevention clubs and their community anti-drug coalitions.
