Fiscal Year 2023 Community Project Funding Requests
Pursuant to guidelines issued by the House Appropriations Committees, Members of the House of Representatives are allowed to request Community Project Funding for up to fifteen projects/initiatives in their district or state in the Fiscal Year 2023 Appropriations Process. U.S. Rep. Hal Rogers submitted the following project requests to the U.S. House Appropriations Committee in April 2022:

PROJECT TITLE: Operation UNITE Substance Abuse Prevention and Treatment
PROPOSED RECIPIENT: Unlawful Narcotics Investigation, Treatment, and Education Inc.
RECIPIENT ADDRESS: 350 C.A.P. Drive, London, KY 40744
REQUEST AMOUNT: $1,400,000
REQUEST EXPLANATION: Operation UNITE (Unlawful Narcotics Investigations, Treatment and Education) will enhance and expand prevention and treatment efforts within UNITE’s service area through school based UNITE Clubs and grassroots UNITE Community Coalitions. UNITE will provide evidence-based drug prevention curriculum, activities, and other materials to participating schools. UNITE will also conduct regional educational summits and roundtable discussions for members of its 32 UNITE Community Coalitions to collaborate on best practices and share ideas. Participants will receive prevention materials and additional engagement tools for expanding community prevention efforts within their service areas. The funding will also allow UNITE to expand services connecting those suffering from substance use disorder with recovery housing.
PROJECT TITLE: Eastern Kentucky PRIDE Septic System Program
PROPOSED RECIPIENT: Eastern Kentucky PRIDE
RECIPIENT ADDRESS: 2292 South Highway 27, Somerset, KY 42501
REQUEST AMOUNT: $2,500,000
REQUEST EXPLANATION: The funding would be used to provide grants to install septic systems or connection to sewer lines for qualifying low-income homeowners who currently have a failing septic system or no wastewater treatment method.
PROJECT TITLE: Beattyville Flood Control Study
PROPOSED RECIPIENT: U.S. Army Corps of Engineers, Louisville District
RECIPIENT ADDRESS: P.O. Box 59, Louisville, KY 40201
REQUEST AMOUNT: $800,000
REQUEST EXPLANATION: The U.S. Army Corps of Engineers (USACE) Louisville District will use this funding to continue investigating solutions to prevent future devastating floods in Beattyville, KY, in accordance with the goals of USACE’s Flood Risk Management Program.
PROJECT TITLE: Morehead State University Medical Training Complex
PROPOSED RECIPIENT: Morehead State University
RECIPIENT ADDRESS: 202 Howell-McDowell Building, Morehead, KY 40351
REQUEST AMOUNT: $3,500,000
REQUEST EXPLANATION: Morehead State University will replace and upgrade equipment and
laboratory space for their nursing, imaging science, kinesiology, and pre-physical therapy programs.
These programs educate a competitive workforce of nurses and healthcare professionals with needed
clinical skills. Maintaining a pipeline of well-trained healthcare workers is essential for central
Appalachia where healthcare jobs are important for the economic well-being of the region and to
ensure healthcare providers have the necessary staff to provide care for a population with high rates of
chronic disease.
PROJECT TITLE: Letcher County Water and Sewer District Water System Improvements
PROPOSED RECIPIENT: Letcher County Water and Sewer District
RECIPIENT ADDRESS: 3443 US 119 North, Mayking, KY, 41837
REQUEST AMOUNT: $3,000,000
REQUEST EXPLANATION: The Letcher County Water and Sewer District will use this funding to provide reliable, safe water to currently unserved areas. The project has potential to serve 2,053 unserved residents in Letcher County and alleviate water issues in Southern Perry County. This is an appropriate use of taxpayer dollars because it provides water to households in compliance with Safe Drinking Water Act standards.
PROJECT TITLE: Pikeville Medical Center Healthcare Vocational Complex
PROPOSED RECIPIENT Pikeville Medical Center
RECIPIENT ADDRESS: 911 S Bypass Rd. Pikeville, KY 41501
REQUEST AMOUNT: $3,885,431
REQUEST EXPLANATION: Pikeville Medical Center (PMC) will construct and equip a healthcare vocational complex dedicated to providing training opportunities in healthcare fields in Eastern Kentucky. The new facility will provide training and continuing education in fields such as radiology, laboratory, respiratory therapy, nursing, pharmacy, and surgery. The development of this complex aims to address the well documented shortage of skilled healthcare workers in central Appalachia.
PROJECT TITLE: Pike County KY 1426 Rockfall Mitigation and Roadway Improvements
PROPOSED RECIPIENT: Kentucky Transportation Cabinet
RECIPIENT ADDRESS: 200 Mero Street, Frankfort, Kentucky 40622
REQUEST AMOUNT: $7,000,000
REQUEST EXPLANATION: This community project funding would be used for the reconstruction of KY 1426 from Bill King Road to US 119 to eliminate rockfall hazards and make roadway improvements in Pike County, Kentucky, which will increase driver and public safety.
PROJECT TITLE: Rockcastle County KY 461/US 25 Reconstruction
PROPOSED RECIPIENT: Kentucky Transportation Cabinet
RECIPIENT ADDRESS: 200 Mero Street, Frankfort, Kentucky 40622
REQUEST AMOUNT: $8,100,000
REQUEST EXPLANATION: This community project funding would be used for the reconstruction of US 25 from KY 461 to I-75 at Exit 62 in Mt. Vernon, Kentucky. The project consists of widening the number of driving lanes and implementing access management strategies along the roadway.
PROJECT TITLE: Prestonsburg Water System Improvements
PROPOSED RECIPIENT: City of Prestonsburg
RECIPIENT ADDRESS: 200 North Lake Dive, Prestonsburg, KY 41653
REQUEST AMOUNT: $6,361,453
REQUEST EXPLANATION: This community project funding would be used to provide for water system improvements in Prestonsburg, KY. This project will improve sewage collection, enhance treatment capacity, and provide potable water to underserved customers.
PROJECT TITLE: Buckhorn Water Treatment Plant and Transmission Line Project
PROPOSED RECIPIENT: City of Hazard
RECIPIENT ADDRESS: 700 Main Street, P.O. Box 420, Hazard, KY 41702
REQUEST AMOUNT: $2,500,000
REQUEST EXPLANATION: The City of Hazard will use this funding to provide reliable, safe water for underserved households and businesses through the construction of a new water treatment plant and the installation of new water transmission lines. This is an appropriate use of taxpayer dollars because it provides water to households in compliance with Safe Drinking Water Act standards.
PROJECT TITLE: Martin County Sewer Improvements
PROPOSED RECIPIENT: Martin County Fiscal Court
RECIPIENT ADDRESS: 42 E. Main Street, Inez, KY 41224
REQUEST AMOUNT: $3,107,000
REQUEST EXPLANATION: This community project funding would be used to provide for sewer system improvements in Martin County. This project will develop a comprehensive plan to upgrade the Inez Sewer plant and provide sewer service to 97 residential customers and small businesses in the area. In addition, this project will establish the infrastructure necessary to ensure responsible development.
PROJECT TITLE: Jackson County Business Incubator
PROPOSED RECIPIENT: Jackson County Fiscal Court
RECIPIENT ADDRESS: 100 Main Street, McKee, KY 40447
REQUEST AMOUNT: $1,538,170
REQUEST EXPLANATION: This community project funding would fund the renovation of a historic Jackson County Fiscal Court-owned building and site improvements of the outdoor space. This development will provide a place for small businesses to develop plans to start their business, as well as provide a place for economic and community engagement in downtown McKee, KY.
PROJECT TITLE: Raven Rock Trails Development
PROPOSED RECIPIENT: EKY Heritage Foundation
RECIPIENT ADDRESS: 250 Bearfoot Trail, Whitesburg, KY 41858
REQUEST AMOUNT: $2,500,000
REQUEST EXPLANATION: This project consists of developing hiking and biking trails throughout 833 acres of land located between the City of Jenkins and the Virginia border. This community project funding will preserve land and increase connectivity and will include signage, drainage improvements, construction, and design.
PROJECT TITLE: Knox County Water Improvements
PROPOSED RECIPIENT: Knox County Fiscal Court
RECIPIENT ADDRESS: 401 Court Square, Barbourville, KY 40906
REQUEST AMOUNT: $2,224,300
REQUEST EXPLANATION: This community project funding will replace approximately 58,850 feet of existing asbestos-cement water main with new PVC water main, improving the water quality and safety for residents.
PROJECT TITLE: Williamsburg Water Improvements
PROPOSED RECIPIENT: City of Williamsburg
RECIPIENT ADDRESS: 423 Main Street Williamsburg, KY 40769
REQUEST AMOUNT: $5,534,130
REQUEST EXPLANATION: This community project funding will replace approximately 18,000 feet of the oldest water lines in the downtown area of Williamsburg, KY. This project will improve the overall distribution system that provides water to underserved communities.
