Fiscal Year 2022 Community Project Funding Requests

Pursuant to guidelines issued by the House Appropriations Committees, Members of the House of Representatives are allowed to request Community Project Funding for up to ten projects/initiatives in their district or state in the Fiscal Year 2022 Appropriations Process. U.S. Rep. Hal Rogers submitted the following project requests to the U.S. House Appropriations Committee in April 2021:

PROJECT TITLE: Beattyville Flood Wall Study 
Proposed Recipient: U.S. Army Corps of Engineers, Louisville District
Address of Recipient: P.O. Box 59, Louisville, KY 40201
REQUEST AMOUNT: $1,250,000
REQUEST EXPLANATION: The U.S. Army Corps of Engineers (USACE) Louisville District will use this funding to investigate solutions to prevent future devastating floods in Beattyville, KY, in accordance with the goals of USACE’s Flood Risk Management Program.

PROJECT TITLE: City of Salyersville Restaurant Row Enhancement Project
PROPOSED RECIPIENT: City of Salyersville, James M. Shepherd, Mayor
RECIPIENT ADDRESS: James M. Shepherd, Mayor, City of Salyersville, 444 Maple Street, P.O.Box 640, Salyersville, KY 41465
REQUEST AMOUNT: $999,547.82
REQUEST EXPLANATION: The City of Salyersville will use this funding to create a gateway corridor along the Mountain Parkway that includes wayfinding kiosks, gateway signage, landscaping improvements, and visual informational features. This project is an appropriate use of taxpayer funds because it will provide economic development opportunities and increase tourism in the area, in accordance with the goals of the U.S. Department of Housing and Urban Development’s Economic Development Initiative.

PROJECT TITLE: Downtown Manchester Market Place
PROPOSED RECIPIENT: City of Manchester, James Ed Garrison, Mayor
RECIPIENT ADDRESS: Mayor James Ed Garrison, 207 Church Street, Manchester, KY 40962
REQUEST AMOUNT: $1,199,984.50
REQUEST EXPLANATION: The City of Manchester will use this funding to construct a marketplace community facility on city-owned land that provides the community and visitors with a space to engage in activities centered around education, music, culture, and the arts. This project is an appropriate use of taxpayer funds because it will increase economic opportunity in the region by attracting businesses, community events, and educational programming, in accordance with the goals of the U.S. Department of Housing and Urban Development’s Economic Development Initiative. 

PROJECT TITLE: Eastern Kentucky PRIDE Septic System Grant Program
PROPOSED RECIPIENT: Eastern Kentucky PRIDE
RECIPIENT ADDRESS: 2292 South Highway 27; Somerset, KY 42501
REQUEST AMOUNT: $800,000
REQUEST EXPLANATION: Eastern Kentucky PRIDE will use this funding to implement a grant program that will help provide septic systems to households under the 55% HUD poverty guideline. This is an appropriate use of taxpayer dollars because it helps provide sanitary water in compliance with Clean Water Act standards.

PROJECT TITLE: Hyden-Leslie Water District Water System Improvements
PROPOSED RECIPIENT: Hyden-Leslie Water District
RECIPIENT ADDRESS: 325 Wendover Road; Hyden, KY 41749
REQUEST AMOUNT: $1,392,960
REQUEST EXPLANATION: The Hyden-Leslie Water District will use this funding to provide reliable, safe water for over 100 distressed and poverty-stricken households. This is an appropriate use of taxpayer dollars because it provides water to households in compliance with Safe Drinking Water Act standards.

PROJECT TITLE: Johnson County First Responder Communications Project
PROPOSED RECIPIENT: Johnson County
RECIPIENT ADDRESS: P.O. Box 868, Paintsville, KY 41240
REQUEST AMOUNT: $859,000
REQUEST EXPLANATION: Johnson County will use this funding to upgrade the public safety/first responder communications system. Johnson County currently uses an outdated analog communications system, which delays response times and risks the safety of Kentuckians. This is an appropriate use of taxpayer dollars because it will upgrade the analog system to a digital P25 interoperable communications system to enhance the safety of both residents and first responders, and is in accordance with the U.S. Department of Justice’s Community-Oriented Policing Services grant programs.

PROJECT TITLE: Martin County Water Transmission Lines
PROPOSED RECIPIENT: U.S. Army Corps of Engineers, Huntington District
RECIPIENT ADDRESS: 502 8th Street, Huntington, West Virginia 25701
REQUEST AMOUNT: $1,500,000
REQUEST EXPLANATION: The U.S Army Corps of Engineers (USACE) Huntington District will use this funding to extend water lines to over 40 homes that are currently using contaminated well water and make repairs to water lines losing water. This project is an appropriate use of taxpayer dollars because it improves the Martin County Water District’s water system in accordance with the goals of the USACE Section 531 Environmental Infrastructure Program for Southern and Eastern Kentucky.

PROJECT TITLE: Morehead Fire Department Station
PROPOSED RECIPIENT: City of Morehead
RECIPIENT ADDRESS: 314 Bridge St. Morehead, KY 40351
REQUEST AMOUNT: $300,000
REQUEST EXPLANATION: The City of Morehead will use this funding to build a new fire station. This is an appropriate use of taxpayer dollars because the Morehead Fire Department’s current fire station is in a converted 50+ year old carwash and located at the busiest intersection in Morehead, with a daily traffic count over 30,000 cars per day, creating consistent danger for firetrucks and personnel to enter and exit. The new fire station will contribute to faster response times for city and county residents, including incidents at Morehead State University, St. Claire Hospital, and other businesses in and around Morehead. This request is in accordance with the U.S. Department of Agriculture’s Rural Development Community Facilities Program.

PROJECT NAME: Unlawful Narcotics Investigations, Treatment and Education Inc. (UNITE) Substance Abuse Prevention
PROPOSED RECIPIENT: Unlawful Narcotics Investigations, Treatment and Education Inc.
RECIPIENT ADDRESS: 350 C.A.P. Dr., London, KY 40744
REQUEST AMOUNT: $500,000
REQUEST EXPLANATION: Operation UNITE (Unlawful Narcotics Investigations, Treatment and Education Inc.) will use this funding to enhance and expand opioid abuse prevention efforts within Operation UNITE's service area through school based UNITE Clubs and grassroots UNITE Community Coalitions. This is an appropriate use of taxpayer funding because every $1 spent on prevention leads to $18 saved in health care and social costs. This project is in accordance with the goals of the U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration.

PROJECT NAME: Pikeville Medical Center’s Appalachian Valley Autism Center Sensory Stimulation Activity Area
PROPOSED RECIPIENT: Pikeville Medical Center
RECIPIENT ADDRESS: 911 Bypass Rd. Pikeville, KY 41501
REQUEST AMOUNT: $665,202.00
REQUEST EXPLANATION: Pikeville Medical Center will use this funding to construct and equip a much-needed sensory stimulation activity area for the Pikeville Medical Center’s (PMC) Appalachian Valley Autism (AVA) Center. The AVA Center is a certified autism center which offers dedicated pediatric behavioral treatment and ongoing evaluations and services currently not offered elsewhere in Eastern Kentucky. The AVA Center currently has a waiting list with more than 150 children who need access to these specialized services. This is an appropriate use of taxpayer dollars because Appalachian children on the autism spectrum will receive the care they need by adding Applied Behavior Analysis (ABA), Parent-Child Interaction Therapy (PCIT), and specialized training for pediatric autism treatment to existing speech and language therapy, occupational therapy, and physical therapy. This project is in accordance with the goals of the U.S. Department of Health and Human Services’ Health Resources & Services Administration.
