HARLAN, KY – U.S. Rep. Harold “Hal” Rogers (KY-05) secured $4 million in federal funding for water improvements in Harlan County. The funding was part of the Transportation, Housing and Urban Development Appropriations Bill signed into law by President Trump on Tuesday, February 3, 2026. 
 
“We want to eliminate water outages and ensure our families, schools and businesses can count on clean running water every time they turn on the faucet. As water systems age and erode, our communities experience more line breaks and water outages that require more than a temporary fix. This funding will go a long way to secure water in Harlan County for years to come,” said Congressman Rogers, a cardinal member of the U.S. House Appropriations Committee. “I applaud Judge Mosley and our local leaders for working diligently to strengthen our water infrastructure.” 
 
The Harlan County Fiscal Court will receive $4 million to mitigate water loss and disruptions to service, also preventing undue rate hikes. Harlan County Judge Executive Dan Mosley said $2 million will be used by Harlan Municipal Water Works for critical enhancements in the city’s water system, while the remaining $2 million will be used for rehabilitation of water lines where systemic outages have occurred throughout the county. 
 
“Quality water service is essential to our daily lives to live, work, and raise a family. In the last several years, utilities in Harlan County have struggled with aging water infrastructure and the water woes that come with it,” said Dan Mosley, Harlan County Judge Executive. “I want to sincerely thank Congressman Hal Rogers for stepping up and securing $4 million to address these long-standing challenges. He has answered the call time and time again for our citizens, and his leadership and commitment to our county will make a real difference in strengthening our infrastructure and ensuring reliable, safe water for our families, schools, and businesses.” 
 
“The city municipalities serve customers beyond the city limits, so our outages deeply impact the system. This funding is desperately needed to help upgrade the water treatment plant, and we are so grateful to Congressman Rogers for his help with this project,” said Joe Meadors, Mayor of Harlan. 
 
Congressman Rogers secured a total of $142 million for 14 Community Project Funding earmarks that have been signed into law for fiscal year 2026.
