Congressman Rogers Applauds House Passage of Financial Services & National Security Bill

Saves taxpayer dollars, reins in the IRS, invests in small business loans and drug-free communities
WASHINGTON, DC – U.S. Rep. Harold “Hal” Rogers (KY-05) voted for the bipartisan Financial Services and General Government and National Security, Department of State and Related Programs Appropriations Act of 2026 (H.R. 7006), which passed the House on Wednesday. The bill cuts funding by 16%, safeguarding taxpayer dollars and realigning national security priorities, while ending failed Biden-era policies. It also drives economic growth by reining in the IRS, investing in small business loans and disaster loans, and fully funding the Community Development Financial Institutions (CDFI) to promote job creation and business development.
“We are rooting out waste and strengthening oversight of taxpayer dollars across every federal agency,” said Congressman Rogers, Dean of the House and a cardinal member of the House Appropriations Committee. “These two bills strengthen our nation from Main Street to our cyber defense systems. The Financial Services bill invests in small businesses, supports community and regional drug control programs, and supports New Markets Tax Credits for Appalachian areas impacted by recent natural disasters. The National Security bill continues our life-saving work to drive down overdose death rates by investing in substance abuse prevention and recovery programs, as well as law enforcement efforts to stop fentanyl and opioid trafficking.”
Congressman Rogers requested funding for drug control programs, including:
- $299 million for High Intensity Drug Trafficking Areas (HIDTA)
- $109 million for Drug-Free Communities Program
- $3 million for Drug Court training and technical assistance
- $5.2 million for Community-based Coalition Enhancement (CARA) Grants
Congressman Rogers also requested funding for the Small Business Administration (SBA), including:
- $161 million for SBA Small Business Loans Program
- $283 million for SBA Disaster Loans Program
- $27 million for Veterans Outreach
He also supported full funding for the Community Development Financial Institutions (CDFI) and technical assistance totaling $324 million.
The House has now passed eight of the 12 appropriations bills for fiscal year 2026 ahead of the January 30th deadline, three of which have been signed into law.
