Secures Historic Tax Cuts, Strengthens Medicaid, Secures our Borders and Invests in American Manufacturing and Energy Production

WASHINGTON, DC – The U.S. House of Representatives and Senate have sent the One Big Beautiful Bill (H.R. 1) to President Donald J. Trump’s desk to be signed into law ahead of the July 4th deadline. The comprehensive budget reconciliation bill provides the largest tax cut in U.S. history, strengthens Medicaid and SNAP benefits, secures our borders, invests in American manufacturing and energy production, and much more. The bill extends over the course of the next ten years with staggered implementation of various parts of the legislation.  

Congressman Rogers voted in support of the bill and released the following statement after the House passed the Senate’s changes to the legislation: 

“The One Big Beautiful Bill delivers on our promise to provide historic tax relief for the American people, lowers interest rates, reduces the deficit by $2.8 trillion over ten years, protects vital programs like Medicaid and SNAP benefits, makes our nation more secure, boosts our military defense, and puts America first for job creation and energy production.
  
“For Kentucky families, it prevents a 25% tax hike, increases the child tax credit by $500 more per child, and provides up to $10,600 more in take-home pay each year. It implements no tax on tips and no tax on overtime, providing extra money for service workers and our first responders who have been working long, strenuous hours during emergency rescue operations and extended recovery efforts after deadly severe storms in our region. 
 
“Our country will be safe again, as this bill secures our borders by equipping border patrol and I.C.E. agents with the tools necessary to crack down on drug cartels and dangerous illegal immigrants. It funds the U.S. Golden Dome missile defense system and modernizes our military. Air travel will also be safer as a result of the bill and the investments it makes in air traffic control improvements. 
 
“We are spurring American manufacturing and energy production by reducing taxes and reining in job-killing regulations. Small businesses and family farms will be spared from devastating taxes, as we invest in America first with new incentives and protections. In fact, it reinvests in coal country, by expanding a tax credit that some coal mines will now be eligible for, including Eastern Kentucky.
 
“The bill protects the longevity of Medicaid benefits for our most vulnerable population by slashing waste, fraud and abuse of the program. With 4.8 million able-bodied adults receiving Medicaid, who choose not to work, the bill enforces a 20-hour weekly work requirement for those individuals who do not have small kids. Without question, we are adding integrity and strength to Medicaid and SNAP assistance for those who need it most in the years ahead.
 
“While the House-version of the bill would have been far better for rural healthcare, the Senate added a $50 billion safety net for rural healthcare providers, carving out funding specifically for rural states like Kentucky, and delaying implementation of new provider tax rates to 2028. Ultimately, this is not the end of our reconciliation work, and as a cardinal member of the House Appropriations Committee, I will continue working to improve funding options for our rural hospitals and clinics. 
 
“Overall, the One Big Beautiful Bill is a victory for the American people.”
