Harold &amp;ldquo;Hal&amp;rdquo; Rogers (KY-05) voted to advance the federal funding bill for homeland security, including disaster relief funding and improved processing for FEMA claims.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;The Fiscal Year 2027 Homeland Security Appropriations Act was approved by the House Appropriations Committee, providing $99.6 billion to enhance public safety and homeland preparedness, bolster border protection, increase grant funding for first responders and combat child exploitation and human trafficking.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&amp;ldquo;I have watched Eastern Kentucky get back on its feet after floods, tornadoes and ice storms. The resilience of our people is extraordinary, but resilience alone is not enough. Federal support, delivered on time and without unnecessary red tape, is what makes recovery possible. This bill moves us in the right direction,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers, Chairman Emeritus of the House Appropriations Committee&lt;/strong&gt;. &amp;ldquo;This bill requires FEMA to report quarterly on every pending major disaster declaration, directing FEMA to produce a plan to reduce processing times and improve transparency in appeals. It also takes steps to address the underlying technology failures that have allowed this backlog to grow.&amp;rdquo;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Grants for firefighters and first responders are increased in the bill to improve disaster preparedness, response and recovery efforts in our communities. Harold &amp;ldquo;Hal&amp;rdquo; Rogers (KY-05) helped send the &lt;em&gt;Secure America Act&lt;/em&gt;, S.2, on to the President desk. Congressman Rogers voted for the reconciliation package to provide long-term funding for ICE and Border Patrol through September 2029. President Trump signed the bill into law on Wednesday morning.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;ICE has reported the arrest of illegal immigrants in Eastern Kentucky who have been convicted of rape, assault, robbery, kidnapping, human trafficking, drug trafficking, DUI, weapons possession, identity theft, money laundering and other crimes in Ashland, Beattyville, Catlettsburg, Hazard, Inez, London, Manchester, Monticello, Pikeville, Sandy Hook, West Liberty, Wheelwright and Williamsburg.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Our number one job is to ensure that America remains a safe place to live. Washington Democrats created a border crisis that resulted in higher crime rates and drug trafficking, and now they want to defund our front-line of defense on border control and immigration enforcement. This bill cleans up the mess and provides necessary funding to keep our border and our communities secure,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers, Dean of the House&lt;/strong&gt;. &amp;ldquo;Federal law enforcement agencies have made great strides to combat fentanyl trafficking across the country, cutting it by half at the southern border, and we can&amp;rsquo;t afford to back down on our efforts.&amp;rdquo; &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Targeting fentanyl, the bill provides $3.45 billion for modernized inspection equipment at the border, surveillance technology, biometric work and interdiction.&lt;/p&gt;
&lt;p&gt;To crack down on child predators, the bill invests $108.5 million for child exploitation investigators, forensic analysts, victim identification work, and training for federal, state and local law enforcement.&lt;/p&gt;
&lt;p&gt;For Border Patrol, the bill includes $22 billion for personnel, training, equipment and mission support.&lt;/p&gt;
&lt;p&gt;The bill also provides $38 billion for ICE personnel, removal operations, transportation, advanced technology needs and legal assistance.&lt;/p&gt;

&lt;p&gt;The committee passed the Fiscal Year 2027 Labor, Health and Human Services, Education and Related Agencies Appropriations Act on Tuesday evening, sending it on to the U.S. House of Representatives for consideration.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This bill invests in a brighter future in Rural America, by investing in programs that improve access to healthcare and education, while working to reduce poverty and eliminate wasteful spending. Key educational resources are provided for first generation college students in this bill, like GEAR Up, the Federal TRIO Program, AmeriCorps services, and Pell Grants,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Congressman Rogers, Dean of the House&lt;/b&gt;. &amp;ldquo;Overdose death rates are finally declining, with Kentucky leading the way, and this bill invests in our continued work for prevention, treatment and recovery programs. As we continue to battle cancer, diabetes and other diseases in our rural region, we are also making key investments in research to help prevent and treat the illnesses that countless families battle every day, prioritizing pediatric cancer research.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Efforts to combat the opioid epidemic remain strong in this legislation, including a $2 million increase for the Rural Communities Overdose Response Program. The Substance Use Disorder Treatment and Recovery (STAR) Loan Repayment Program receives another $40 million in the bill. Congressman Rogers co-created the program nearly a decade ago, giving medical students an incentive to help address treatment and recovery needs in underserved areas.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As countless coal miners continue to battle black lung disease while waiting on their benefits, this bill directs the Department of Labor to provide the House Appropriations Committee with a quarterly report on efforts to improve the speed and quality of black lung claims processing.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The legislation also includes key protections for women in sports and prohibits taxpayer dollars from being used for abortions.&amp;nbsp;&lt;/p&gt;

President Trump infused nearly $1 billion in federal funds into coal projects across the nation, including $124 million in Kentucky.&lt;/p&gt;
&lt;p&gt;The two recipients in Kentucky are Eastern Kentucky Power Cooperative (EKPC) and Duke Energy Kentucky. These funds will go to upgrade and modernize coal-fired power plants in Boone, Lawrence, and Pulaski Counties. &lt;p&gt;Congressman Rogers secured the Community Project Funding for ten projects through the Fiscal Year 2027 Transportation, Housing and Urban Development and Related Agencies Appropriations Bill.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This funding will address major needs in Eastern Kentucky, giving flood survivors a safe place to call home, completing a veterans&amp;rsquo; support ranch, and continuing the work to improve our rural roads, airports and water systems,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers, Chairman Emeritus of the House Appropriations Committee&lt;/strong&gt;. &amp;ldquo;Additionally, the bill invests in new opportunities for our distressed coal communities, transitional housing for individuals in recovery and development projects that will make our region stronger and work-ready.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The ten projects requested by Congressman Rogers for nearly $85 million in Community Project Funding, include:&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$26 million for the U.S. 460 Corridor Improvement Project&lt;/strong&gt;, providing safety and capacity improvements from Salyersville to Paintsville, a vital artery for economic growth in the region.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$20 million for the Hazard Airport Runway Project&lt;/strong&gt;, extending the existing runway at the Wendell H. Ford Airport in Perry County to improve safety, as well as commercial and industrial opportunities.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$7 million for the Southern Water and Sewer District Water Infrastructure Improvements Project in Floyd County&lt;/strong&gt;, providing critical improvements for more than 14,000 homes, schools and businesses, including the local hospital.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$7.3 million for the Downtown Inez Infrastructure and Revitalization Project in Martin County&lt;/strong&gt;, repairing water and utility needs and preparing the downtown area for new economic opportunities.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$8 million for the Sandy Ridge Access Road Project in Boyd County,&lt;/strong&gt;&amp;nbsp;connecting the industrial park to the commercial district to increase safety and improve economic opportunities.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$6 million for the Kentucky Produce Facility Project in Rockcastle County&lt;/strong&gt;, which will convert fresh, whole produce into ready-to-use formats for food service, wholesale, retail and institutional markets, strengthening Kentucky-based food systems and producers.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$2 million for the Corbin Parking Garage Project&lt;/strong&gt;, providing much-needed parking for the ongoing expansion of the Corbin Center to relieve traffic congestion and growing economic development in the area.&lt;/p&gt;

Harold &amp;ldquo;Hal&amp;rdquo; Rogers (KY-05) announced $35 million for Kentucky projects passed a critical hurdle on Wednesday after being approved by the House Appropriations Committee in the fiscal year 2027 Interior and Environment Appropriations bill.&lt;/p&gt;
&lt;p&gt;The federal funding bill invests in key infrastructure projects, champions American energy dominance, strengthens national security, reins in burdensome red tape and slashes unnecessary EPA funding.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This bill includes big wins for Eastern Kentucky, by creating jobs and spurring economic development where it&amp;rsquo;s needed the most, improving our water and wastewater systems, and protecting some of life&amp;rsquo;s simple joys, like hunting and fishing on federal lands,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers, Chairman Emeritus of the House Appropriations Committee&lt;/strong&gt;. &amp;ldquo;We&amp;rsquo;re putting former coal mine lands back into productive use with innovative projects across Kentucky&amp;rsquo;s Appalachian region, ensuring that the future gets brighter every day in the mountains.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Coal country will also be infused with another round of funding in the&amp;nbsp;&lt;strong&gt;Abandoned Mine Lands Economic Revitalization (AMLER) grant program&lt;/strong&gt;, first created by Congressman Rogers in 2016. The AMLER grant program will receive $135 million, including&amp;nbsp;&lt;strong&gt;$29 million for Kentucky alone&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;It includes four of Congressman Rogers&amp;rsquo; Community Project Funding requests for 2027: &amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$1.5 million for the Knott County Water and Sewer System Improvements Project&lt;/strong&gt;, which will modernize water and wastewater treatment operations for homes, schools and businesses.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$1.5 million for the U.S. 150 Corridor Waterline Project&lt;/strong&gt;, to build a transmission line through Lincoln County to support water reliability and industrial growth.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$1.5 million for the Pikeville Wastewater and Water Infrastructure Modernization Project&lt;/strong&gt;, to replace corroded infrastructure in a major regional water supply hub.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;$1.5 million for the Middlesboro Wastewater System Improvements Project&lt;/strong&gt;, which will expand capacity and modify the current wastewater treatment plant.&lt;/p&gt;

&lt;p&gt;Kentucky&amp;rsquo;s rural counties with federal land will also benefit from the&amp;nbsp;&lt;strong&gt;Payment in Lieu of Taxes (PILT) program&lt;/strong&gt;, which is fully funded with $650 million.&lt;/p&gt;

&lt;p&gt;&lt;span&gt;"Over the past year, the Department of Justice has made great strides in combatting drug cartels and curbing the flow of illicit drugs, including fentanyl. The Drug Enforcement Administration and Department of Justice have taken down some of the most notorious cartel bosses, such as El Mayo, the co-founder of the Sinaloa Cartel, and Nicolas Maduro, the leader of the Cartel of the Suns and former President of Venezuela. While these are significant wins, the department must continue this fight to eradicate the flow of illicit drugs and bring more cartel leaders to justice. While issues such as illegal immigration have been addressed head-on, other issues have emerged over the past year. I applaud the department&amp;rsquo;s efforts to tackle emerging issues, such as fraud that pits the underworld against American&amp;rsquo;s and their hard-earned taxpayer dollars and look forward to hearing more about the department&amp;rsquo;s plans to continue these efforts. I also look forward to hearing about the department&amp;rsquo;s efforts in supporting state, local, and tribal law enforcement agencies.&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;The Military Construction, Veterans Affairs and Related Agencies Appropriations Act (H.R. 8469) fully funds veterans&amp;rsquo; health care programs, benefits, mental health services and critical VA programs, including the Toxic Exposures Fund, Opioid Addiction Treatment and Veterans Electronic Health Records. It also blocks the VA from purchasing resources from Communist China.&lt;/p&gt;

&lt;p&gt;The national theme of this year's competition was Celebrating America's 250th Anniversary. Frye's winning artwork entitled,&amp;nbsp;&lt;em&gt;An American Grandmother,&amp;nbsp;&lt;/em&gt;is a colored-pencil portrait of her great-grandmother making a quilt that features honeybees. It will hang in the U.S. Capitol Building for one year, representing Kentucky's Fifth Congressional District.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"Maddie's artwork captures the essence of countless Appalachian grandmothers, highlighting the rich heritage of talented quilters and artisans from rural America,"&amp;nbsp;&lt;strong&gt;said Congressman Rogers&lt;/strong&gt;. "The portrait of Maddie's great-grandmother will be proudly displayed in the U.S. Capitol Building for one year, representing a small piece of our region as we celebrate America's 250 Anniversary."&lt;/p&gt;
&lt;p&gt;"This piece represents something deeply personal to me. It portrays my great-grandmother, a woman whose strength, creativity, and kindness inspire both me and my family every day. She has always been an incredible artist in her own way, especially through quilting, which has long been a symbol of love, patience, and family tradition,"&amp;nbsp;&lt;strong&gt;said Frye, the winning student artist&lt;/strong&gt;. "The quilt shown in this piece is a replica of one that she and her sisters made together. In Kentucky culture, quilting is something I have grown up seeing all around me, and through this portrait, I sought to honor both my great-grandmother and the values of our Kentucky home!"&lt;/p&gt;
&lt;p&gt;As the winning artist for southern and eastern Kentucky, Frye will join the winners from every congressional district in Washington, D.C. for a national reception. Southwest Airlines offers two free airline tickets for students to attend the reception.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The second-place winner is &amp;ldquo;Racing Toward Our Future&amp;rdquo; by Abigail Chase Harris from North Laurel High School in Laurel County. It is a digital drawing of a racehorse celebrating Future Farmers of America with the number 28 commemorating the year the organization was formed. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;The third-place winner is &amp;ldquo;Free or Not to Be&amp;rdquo; by Chloe Allen from Pikeville High School in Pike County. The mixed media artwork includes colored pencil, acrylic paint, watercolor, graphite and paint pens. The artist featured bright, multicolored birds and bees, symbolizing nature, beauty and freedom.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;All the student artwork is featured on Congressman Rogers' Facebook page.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Students in 7th through 12th grades in Kentucky's Fifth Congressional District can participate in the&amp;nbsp;&lt;a href="https://halrogers.house.gov/congressional-art-competition" target="_blank"&gt;Congressional Art Competition&lt;/a&gt;&amp;nbsp;every year. The deadline for entries next year will be April 2027.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&amp;ldquo;Perseverance has been the key to success for this project,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Congressman Rogers&lt;/b&gt;. &amp;ldquo;The people of Rockcastle County can finally enjoy fresh, clean drinking water from Lake Linville thanks to innovative engineering and strong support from the federal, state and local levels.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This project faced significant delays due working with two different Army Corps districts, two separate environmental reviews, rising costs during the COVID-19 pandemic, and other roadblocks during the Biden Administration,&amp;rdquo;&amp;nbsp;&lt;b&gt;said State Rep. Josh Bray&lt;/b&gt;. &amp;ldquo;This project would not have happened without the hard work and federal funding secured by Congressman Rogers.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;State officials reported finding a natural algae-based organic compound called geosmin in the water supply, a non-toxic chemical that changes the taste and odor of water. Congressman Rogers secured federal funding for a new carbon basin filter facility to eliminate the problem. The funding sources included the U.S. Army Corps of Engineers Section 531, U.S. Department of Agriculture Rural Development, Appalachian Regional Commission and the Kentucky Department of Local Government.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;All of the progress we&amp;rsquo;re seeing in Rockcastle County is going to be tied together by access to quality water &amp;ndash; it is the key ingredient to economic development,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Travis Burton&lt;/b&gt;, USDA Rural Development Director for Kentucky. &amp;ldquo;Projects of this magnitude require years of work and committed leaders. As a Rockcastle County native, it has been an honor to work with federal, state and local officials to make a big impact on the future of this entire community.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The keynote speakers also applauded the collaborative efforts of the late Michael Bryant who worked on this project for many years as the Mayor of Mount Vernon, as well as former State Rep. Danny Ford, Mayor of Mount Vernon Tim Roberts, Rockcastle County Judge Executive Howell Holbrook, State Senator Brandon Storm, and Kenvirons Engineering.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&amp;ldquo;As tensions escalate with Iran and China, our foreign intelligence capabilities are critical to homeland security and American military operations &amp;ndash; making FISA more important than ever before. We cannot afford a lapse in disrupting terror, fentanyl operations, ransomware attacks, or threats to our American heroes overseas,&amp;rdquo; said Congressman Rogers. &amp;ldquo;We also included additional protections for American civil liberties, with more oversight and restrictions on any cases involving individuals in the United States.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;FISA was first created nearly 50 years ago to collect foreign intelligence to protect the American people from foreign threats.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Most recently, FISA information helped lead to the successful capture of former Venezuelan President Nicolas Maduro, who was charged with narco-terrorism, cocaine trafficking and weapons offenses. It also alerted the Department of War to the threat of an ISIS attack targeting U.S. warfighters in Syria, led to the take down of drug cartel kingpin El Mencho, and prevented a mass casualty event at a Taylor Swift concert overseas. FISA is one of the nation&amp;rsquo;s most important tools to stop foreign terrorist attacks.&lt;/p&gt;
&lt;p&gt;The bill also includes the&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;i&gt;&lt;u&gt;&lt;a href="https://www.congress.gov/bill/119th-congress/house-bill/1919" title="https://www.congress.gov/bill/119th-congress/house-bill/1919"&gt;Anti-CBDC Surveillance State Act&lt;/a&gt;&lt;/u&gt;&lt;/i&gt;, prohibiting the Federal Reserve from issuing a central bank digital currency (CBDC) directly to individuals or indirectly. Among other protections, it requires that Congress pass legislation authorizing any government-created digital dollar, safeguarding private innovation and any future development of digital cash. It also supports President Trump&amp;rsquo;s Executive Order to&amp;nbsp;&lt;i&gt;Strengthen American Leadership in Digital Financial Technology&lt;/i&gt;.&lt;/p&gt;
&lt;p&gt;The bill passed the House on Wednesday and now moves to the U.S. Senate for consideration.&amp;nbsp;&lt;/p&gt;

Harold "Hal" Rogers (KY-05) welcomed an innovative student team from Belfry Middle School to Capitol Hill on Tuesday. The four middle school students won the Congressional App Challenge, earning the opportunity to represent Kentucky's Fifth Congressional District during the annual #HouseofCode event at the U.S. Capitol Building.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The winning student team from Belfry Middle School included: Liam Baldwin, Gunner Dotson, Ava Hatfield and Riley Romero. They designed a mobile app called "&lt;a href="https://youtu.be/soD05UYpwk8?si=oCobe44fhj6nGyW9" target="_blank"&gt;SafeLink&lt;/a&gt;" to help people get emergency information and assistance during flooding and other natural disasters.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"Our students not only created an innovative mobile app, they designed something to address real needs in Eastern Kentucky when natural disasters strike in our rural region,"&amp;nbsp;&lt;strong&gt;said Congressman Rogers.&lt;/strong&gt;&amp;nbsp;"I'm incredibly proud that these middle school students not only proved their ability to engineer an app, but they also displayed the true heart of our region to serve and help our neighbors. All Eastern Kentuckians would be proud to see this group representing our region among the many talented students from across the country."&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"The app lets users mark themselves as SAFE or send out a message that they need help. It also shows nearby reports and safe locations on an interactive map. SafeLink connects people like victims, volunteers, and first responders so everyone can communicate and respond faster,"&amp;nbsp;&lt;strong&gt;said Baldwin.&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;"When someone presses the 'I Need Help' button, it shares their location and details about what kind of help they need. If they are safe, they can tap 'I&amp;rsquo;m Safe,' which lets friends, family, and responders know they&amp;rsquo;re okay,"&amp;nbsp;&lt;strong&gt;said Dotson.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;"SafeLink can also work with Bluetooth and Wi-Fi to connect with nearby users even if the internet is down. We added this so that in floods, storms, or other disasters, people can still send alerts and find each other,"&amp;nbsp;&lt;strong&gt;said Hatfield&lt;/strong&gt;.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"The app can also send simulated emergency alerts for drills, like a 'kidnap alert' or 'Amber alert,' to help students practice what to do,"&amp;nbsp;&lt;strong&gt;said Romero.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;"Learning to code in today's world is as important as learning how to swim. The skills they learn from this experience will be carried with them, no matter what career path they choose,"&amp;nbsp;&lt;strong&gt;said Andrew Baldwin, Belfry Middle School Teacher.&amp;nbsp;&lt;/strong&gt;"We're thankful that Congressman Rogers invites student participation in this national challenge. Our students were thrilled to be in Washington for this historic trip."&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Congressman Rogers voted for the Improving Care in Rural America Reauthorization Act, ensuring the Rural Health Services Outreach Programs will continue through fiscal year 2030. The outreach programs will increase access to health care services and preventative screenings, improve chronic disease management and health outcomes, expand telehealth services, and reduce emergency department visits for nearly 500,000 individuals annually in Rural America.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Southern and Eastern Kentuckians face some of the nation&amp;rsquo;s highest rates of health disparities, including cancer, diabetes, heart disease and obesity. These rural health outreach programs are critical to preventing and treating people where the needs are the greatest, including telehealth options for people who cannot travel for medical appointments,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Congressman Rogers also joined fellow House Republicans in voting for House Resolution 1182 to express support for rural communities across the United States. It recognizes Rural America for being stewards of the environment, major suppliers of U.S. energy resources, critical providers of food production and manufacturing capacity, recognizing their critical role in energy production, domestic manufacturing, and economic prosperity for our nation.&lt;/p&gt;

&lt;li&gt;&lt;label&gt;A two-year extension of telehealth resources in the&amp;nbsp;Consolidated Appropriations&amp;nbsp;Act&amp;nbsp;of 2026, and expanded telehealth options for cardio-pulmonary rehabilitation services through the&amp;nbsp;Sustainable Cardiopulmonary Rehabilitation Services&amp;nbsp;in&amp;nbsp;the Home&amp;nbsp;Act;&lt;br /&gt;&lt;br /&gt;&lt;/label&gt;&lt;/li&gt;
&lt;li&gt;&lt;label&gt;The Mystic Alerts Act, which encourages the use of satellite connectivity to send alert messages&amp;nbsp;in hard-to-reach areas to improve public safety capabilities;&lt;br /&gt;&lt;br /&gt;&lt;/label&gt;&lt;/li&gt;

Harold &amp;ldquo;Hal&amp;rdquo; Rogers (KY-05) was one of 13 Members of Congress invited by NASA to join a live video call with NASA&amp;rsquo;s Artemis II Astronauts. The astronauts are scheduled to return to Earth on Friday, April 10, 2026 after completing their historic mission around the far side of the moon, going further than any human beings have traveled before.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;As Chairman of the House Appropriations Subcommittee for Commerce, Justice, Science and related agencies, Rep. Rogers is responsible for federal funding for NASA missions. Each Congressional Member on the call had the opportunity to ask one question during the astronauts&amp;rsquo; final full day in space aboard the Orion space capsule, which they named &amp;ldquo;Integrity&amp;rdquo;.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Congressman Rogers crafted a unique question after receiving feedback on social media about what people in Southern and Eastern Kentucky want to know most about the Artemis mission.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&amp;ldquo;After emerging from the far side of the moon and seeing the entirety of the Earth through that small window, how has it impacted your determination for what America can accomplish in the space race?&amp;rdquo;&amp;nbsp;&lt;strong&gt;asked Congressman Rogers&lt;/strong&gt;.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&amp;ldquo;It reminds you first, right now, we're 106,000 miles away from planet Earth still, and we'll be home tomorrow. Part of this is just scale. It is unbelievable to think that we could build an international team led by the United States of America and set our sights out on a sustained presence on the moon and onto Mars, and then we could go and achieve it,"&amp;nbsp;&lt;strong&gt;said Reid Wiseman, Artemis II Commander&lt;/strong&gt;. "I know we did this in Apollo, and it was absolutely amazing, but I will tell you, having been there, the four of us, having been there just now, this is nothing short of a miracle. It is incredible that we can go out and do this, that we can play with gravity, that we can target around the moon, that we can send four humans in a spaceship 250,000 miles from home and bring them back. There is nothing this nation cannot do when it has a vision. It just has the capability to go out and get anything done we want to get done.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Congressman Rogers also told the astronauts that he was proud of them and proud of Morehead State University, where this historic mission is being tracked. MSU's tracking station is the only one in NASA&amp;rsquo;s Deep Space Network that is not owned by the federal agency.&amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&amp;ldquo;I&amp;rsquo;m incredibly proud of Morehead State&amp;rsquo;s Space Science program and the unique opportunities that they offer to our students in the mountains. Their satellite tracking stations have paved the way for a partnership with NASA that gives our students hands-on experience with the nation&amp;rsquo;s leading aerospace engineers,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Rogers&lt;/strong&gt;. &amp;ldquo;Our region is a small part of the Artemis II Mission through MSU&amp;rsquo;s tracking station, reaching into deep space with NASA.&amp;rdquo;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The Artemis II Orion capsule is scheduled for splashdown in the Pacific Ocean off the coast of San Diego, California on Friday evening, just after 8:00 p.m./EDT. &lt;p&gt;&amp;ldquo;America doesn&amp;rsquo;t need further proof that Iran&amp;rsquo;s evil regime, led by the late Ayatollah Khomeini, was the&amp;nbsp;reigning&amp;nbsp;sponsor of terrorism in the Middle East with unwavering nuclear ambitions. They never minced words in shouting &amp;lsquo;Death to America,&amp;rsquo; while ramping up their ballistic arsenal and threatening our military bases, our allies in the region, and executing 30,000 of their own civilians. &lt;p&gt;&amp;ldquo;Despite the current war in Iran and heightened military tensions, Democrats voted again to keep the Department of Homeland Security shutdown. It is time to put political agendas aside and protect our homeland at all costs,&amp;rdquo; said Congressman Rogers, a cardinal member of the House Appropriations Committee. &amp;ldquo;DHS not only encompasses security measures across the country and our Coast Guard, it also funds our vital FEMA Disaster Relief efforts, air traffic controllers, immigration enforcement efforts, border patrol, and much more. Thankfully, the One Big Beautiful Bill is providing some relief for our servicemembers and federal law enforcement, but we need DHS to be fully functional.&amp;rdquo;&lt;/p&gt;
