				<description>&lt;p&gt;&lt;em&gt;&lt;strong&gt;SOMERSET, KY --&lt;/strong&gt;&lt;/em&gt;&amp;nbsp;U.S. Rep. Harold "Hal" Rogers (KY-05) announced Madeline Frye, a junior at Southwestern High School as the winner of the 2026 Congressional Art Competition for Kentucky's Fifth Congressional District.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The national theme of this year's competition was Celebrating America's 250th Anniversary. Frye's winning artwork entitled,&amp;nbsp;&lt;em&gt;An American Grandmother,&amp;nbsp;&lt;/em&gt;is a colored-pencil portrait of her great-grandmother making a quilt that features honeybees. It will hang in the U.S. Capitol Building for one year, representing Kentucky's Fifth Congressional District.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"Maddie's artwork captures the essence of countless Appalachian grandmothers, highlighting the rich heritage of talented quilters and artisans from rural America,"&amp;nbsp;&lt;strong&gt;said Congressman Rogers&lt;/strong&gt;. "The portrait of Maddie's great-grandmother will be proudly displayed in the U.S. Capitol Building for one year, representing a small piece of our region as we celebrate America's 250 Anniversary."&lt;/p&gt;
&lt;p&gt;"This piece represents something deeply personal to me. It portrays my great-grandmother, a woman whose strength, creativity, and kindness inspire both me and my family every day. She has always been an incredible artist in her own way, especially through quilting, which has long been a symbol of love, patience, and family tradition,"&amp;nbsp;&lt;strong&gt;said Frye, the winning student artist&lt;/strong&gt;. "The quilt shown in this piece is a replica of one that she and her sisters made together. In Kentucky culture, quilting is something I have grown up seeing all around me, and through this portrait, I sought to honor both my great-grandmother and the values of our Kentucky home!"&lt;/p&gt;
&lt;p&gt;As the winning artist for southern and eastern Kentucky, Frye will join the winners from every congressional district in Washington, D.C. for a national reception. Southwest Airlines offers two free airline tickets for students to attend the reception.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The second-place winner is &amp;ldquo;Racing Toward Our Future&amp;rdquo; by Abigail Chase Harris from North Laurel High School in Laurel County. It is a digital drawing of a racehorse celebrating Future Farmers of America with the number 28 commemorating the year the organization was formed. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;The third-place winner is &amp;ldquo;Free or Not to Be&amp;rdquo; by Chloe Allen from Pikeville High School in Pike County. The mixed media artwork includes colored pencil, acrylic paint, watercolor, graphite and paint pens. The artist featured bright, multicolored birds and bees, symbolizing nature, beauty and freedom.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;All the student artwork is featured on Congressman Rogers' Facebook page.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Students in 7th through 12th grades in Kentucky's Fifth Congressional District can participate in the&amp;nbsp;&lt;a href="https://halrogers.house.gov/congressional-art-competition" target="_blank"&gt;Congressional Art Competition&lt;/a&gt;&amp;nbsp;every year. The deadline for entries next year will be April 2027.&amp;nbsp;&lt;/p&gt;

Harold &amp;ldquo;Hal&amp;rdquo; Rogers (KY-05) joined state and local leaders in Rockcastle County on Thursday to celebrate the completion of the long-awaited, nearly $4.6 million water treatment project for the Mount Vernon Water Treatment Plant.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Perseverance has been the key to success for this project,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Congressman Rogers&lt;/b&gt;. &amp;ldquo;The people of Rockcastle County can finally enjoy fresh, clean drinking water from Lake Linville thanks to innovative engineering and strong support from the federal, state and local levels.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;This project faced significant delays due working with two different Army Corps districts, two separate environmental reviews, rising costs during the COVID-19 pandemic, and other roadblocks during the Biden Administration,&amp;rdquo;&amp;nbsp;&lt;b&gt;said State Rep. Josh Bray&lt;/b&gt;. &amp;ldquo;This project would not have happened without the hard work and federal funding secured by Congressman Rogers.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;State officials reported finding a natural algae-based organic compound called geosmin in the water supply, a non-toxic chemical that changes the taste and odor of water. Congressman Rogers secured federal funding for a new carbon basin filter facility to eliminate the problem. The funding sources included the U.S. Army Corps of Engineers Section 531, U.S. Department of Agriculture Rural Development, Appalachian Regional Commission and the Kentucky Department of Local Government.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;All of the progress we&amp;rsquo;re seeing in Rockcastle County is going to be tied together by access to quality water &amp;ndash; it is the key ingredient to economic development,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Travis Burton&lt;/b&gt;, USDA Rural Development Director for Kentucky. &amp;ldquo;Projects of this magnitude require years of work and committed leaders. As a Rockcastle County native, it has been an honor to work with federal, state and local officials to make a big impact on the future of this entire community.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The keynote speakers also applauded the collaborative efforts of the late Michael Bryant who worked on this project for many years as the Mayor of Mount Vernon, as well as former State Rep. Danny Ford, Mayor of Mount Vernon Tim Roberts, Rockcastle County Judge Executive Howell Holbrook, State Senator Brandon Storm, and Kenvirons Engineering.&amp;nbsp;&lt;/p&gt;

Harold &amp;ldquo;Hal&amp;rdquo; Rogers (KY-05) voted for a 3-year extension of the&amp;nbsp;&lt;i&gt;&lt;u&gt;&lt;a href="https://docs.house.gov/billsthisweek/20260427/RCP_S-FISA_xml.pdf" title="https://docs.house.gov/billsthisweek/20260427/RCP_S-FISA_xml.pdf"&gt;Foreign Intelligence Surveillance Act (FISA)&lt;/a&gt;&lt;/u&gt;&lt;/i&gt;&amp;nbsp;with Section 702 reforms to protect the safety of the American people amid rising threats from foreign enemies.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;As tensions escalate with Iran and China, our foreign intelligence capabilities are critical to homeland security and American military operations &amp;ndash; making FISA more important than ever before. We cannot afford a lapse in disrupting terror, fentanyl operations, ransomware attacks, or threats to our American heroes overseas,&amp;rdquo; said Congressman Rogers. &amp;ldquo;We also included additional protections for American civil liberties, with more oversight and restrictions on any cases involving individuals in the United States.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;FISA was first created nearly 50 years ago to collect foreign intelligence to protect the American people from foreign threats.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Most recently, FISA information helped lead to the successful capture of former Venezuelan President Nicolas Maduro, who was charged with narco-terrorism, cocaine trafficking and weapons offenses. It also alerted the Department of War to the threat of an ISIS attack targeting U.S. warfighters in Syria, led to the take down of drug cartel kingpin El Mencho, and prevented a mass casualty event at a Taylor Swift concert overseas. FISA is one of the nation&amp;rsquo;s most important tools to stop foreign terrorist attacks.&lt;/p&gt;
&lt;p&gt;The bill also includes the&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;i&gt;&lt;u&gt;&lt;a href="https://www.congress.gov/bill/119th-congress/house-bill/1919" title="https://www.congress.gov/bill/119th-congress/house-bill/1919"&gt;Anti-CBDC Surveillance State Act&lt;/a&gt;&lt;/u&gt;&lt;/i&gt;, prohibiting the Federal Reserve from issuing a central bank digital currency (CBDC) directly to individuals or indirectly. Among other protections, it requires that Congress pass legislation authorizing any government-created digital dollar, safeguarding private innovation and any future development of digital cash. It also supports President Trump&amp;rsquo;s Executive Order to&amp;nbsp;&lt;i&gt;Strengthen American Leadership in Digital Financial Technology&lt;/i&gt;.&lt;/p&gt;
&lt;p&gt;The bill passed the House on Wednesday and now moves to the U.S. Senate for consideration.&amp;nbsp;&lt;/p&gt;

Harold "Hal" Rogers (KY-05) welcomed an innovative student team from Belfry Middle School to Capitol Hill on Tuesday. The four middle school students won the Congressional App Challenge, earning the opportunity to represent Kentucky's Fifth Congressional District during the annual #HouseofCode event at the U.S. Capitol Building.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The winning student team from Belfry Middle School included: Liam Baldwin, Gunner Dotson, Ava Hatfield and Riley Romero. They designed a mobile app called "&lt;a href="https://youtu.be/soD05UYpwk8?si=oCobe44fhj6nGyW9" target="_blank"&gt;SafeLink&lt;/a&gt;" to help people get emergency information and assistance during flooding and other natural disasters.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"Our students not only created an innovative mobile app, they designed something to address real needs in Eastern Kentucky when natural disasters strike in our rural region,"&amp;nbsp;&lt;strong&gt;said Congressman Rogers.&lt;/strong&gt;&amp;nbsp;"I'm incredibly proud that these middle school students not only proved their ability to engineer an app, but they also displayed the true heart of our region to serve and help our neighbors. All Eastern Kentuckians would be proud to see this group representing our region among the many talented students from across the country."&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"The app lets users mark themselves as SAFE or send out a message that they need help. It also shows nearby reports and safe locations on an interactive map. SafeLink connects people like victims, volunteers, and first responders so everyone can communicate and respond faster,"&amp;nbsp;&lt;strong&gt;said Baldwin.&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;"When someone presses the 'I Need Help' button, it shares their location and details about what kind of help they need. If they are safe, they can tap 'I&amp;rsquo;m Safe,' which lets friends, family, and responders know they&amp;rsquo;re okay,"&amp;nbsp;&lt;strong&gt;said Dotson.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;"SafeLink can also work with Bluetooth and Wi-Fi to connect with nearby users even if the internet is down. We added this so that in floods, storms, or other disasters, people can still send alerts and find each other,"&amp;nbsp;&lt;strong&gt;said Hatfield&lt;/strong&gt;.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"The app can also send simulated emergency alerts for drills, like a 'kidnap alert' or 'Amber alert,' to help students practice what to do,"&amp;nbsp;&lt;strong&gt;said Romero.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;"Learning to code in today's world is as important as learning how to swim. The skills they learn from this experience will be carried with them, no matter what career path they choose,"&amp;nbsp;&lt;strong&gt;said Andrew Baldwin, Belfry Middle School Teacher.&amp;nbsp;&lt;/strong&gt;"We're thankful that Congressman Rogers invites student participation in this national challenge. Our students were thrilled to be in Washington for this historic trip."&amp;nbsp;&lt;/p&gt;

				<description>&lt;p&gt;&lt;em&gt;&lt;strong&gt;WASHINGTON, DC &amp;ndash;&lt;/strong&gt;&lt;/em&gt;&amp;nbsp;U.S. Rep. Harold &amp;ldquo;Hal&amp;rdquo; Rogers (KY-05) voted for two bills this week to expand services and maintain strong federal support for Rural America.&lt;/p&gt;
&lt;p&gt;Congressman Rogers voted for the Improving Care in Rural America Reauthorization Act, ensuring the Rural Health Services Outreach Programs will continue through fiscal year 2030. The outreach programs will increase access to health care services and preventative screenings, improve chronic disease management and health outcomes, expand telehealth services, and reduce emergency department visits for nearly 500,000 individuals annually in Rural America.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Southern and Eastern Kentuckians face some of the nation&amp;rsquo;s highest rates of health disparities, including cancer, diabetes, heart disease and obesity. These rural health outreach programs are critical to preventing and treating people where the needs are the greatest, including telehealth options for people who cannot travel for medical appointments,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Congressman Rogers also joined fellow House Republicans in voting for House Resolution 1182 to express support for rural communities across the United States. It recognizes Rural America for being stewards of the environment, major suppliers of U.S. energy resources, critical providers of food production and manufacturing capacity, recognizing their critical role in energy production, domestic manufacturing, and economic prosperity for our nation.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Rural America has always been at the top of my priority list, and I am grateful to my colleagues in the House who joined together to express the support of our entire nation for our rural areas, like Southern and Eastern Kentucky, that powered the nation&amp;rsquo;s industrial revolution,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers&lt;/strong&gt;. &amp;ldquo;I&amp;rsquo;m proud to have supported critical legislation this year to invest in rural health care, rural broadband, rural safety, and reining in job-killing regulations to help support our small businesses.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Congressman Rogers also voted in support of the following legislation this year, among others, to help strengthen Rural America:&lt;/p&gt;

&lt;li&gt;A $50 billion investment to create the Rural Health Transformation (RHT) Program for all 50 states &amp;ndash; the most historic investment in rural health in the history of the United States;&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;

Rogers is responsible for federal funding for NASA missions. It is unbelievable to think that we could build an international team led by the United States of America and set our sights out on a sustained presence on the moon and onto Mars, and then we could go and achieve it,"&amp;nbsp;&lt;strong&gt;said Reid Wiseman, Artemis II Commander&lt;/strong&gt;. "I know we did this in Apollo, and it was absolutely amazing, but I will tell you, having been there, the four of us, having been there just now, this is nothing short of a miracle. It is incredible that we can go out and do this, that we can play with gravity, that we can target around the moon, that we can send four humans in a spaceship 250,000 miles from home and bring them back. There is nothing this nation cannot do when it has a vision. It just has the capability to go out and get anything done we want to get done.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Congressman Rogers also told the astronauts that he was proud of them and proud of Morehead State University, where this historic mission is being tracked. &lt;p&gt;While 36 states require voters to show a form of ID to cast a ballot, 14 states do not, despite finding noncitizens and ineligible registrants on voter rolls.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;"American elections should only be decided by American citizens; it's a right and a privilege that we must protect," said Congressman Rogers, Dean of the House. &amp;ldquo;The Biden Administration's open-border policies made this legislation more important to our election security than ever before. The funding was part of the Transportation, Housing and Urban Development Appropriations Bill signed into law by President Trump on Tuesday, February 3, 2026.&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&amp;ldquo;We want to eliminate water outages and ensure our families, schools and businesses can count on clean running water every time they turn on the faucet. As water systems age and erode, our communities experience more line breaks and water outages that require more than a temporary fix. This funding will go a long way to secure water in Harlan County for years to come,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Congressman Rogers, a cardinal member of the U.S. House Appropriations Committee&lt;/b&gt;. &amp;ldquo;I applaud Judge Mosley and our local leaders for working diligently to strengthen our water infrastructure.&amp;rdquo;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The Harlan County Fiscal Court will receive $4 million to mitigate water loss and disruptions to service, also preventing undue rate hikes. The comprehensive package provides federal funding for Transportation, Housing and Urban Development; Defense; Labor, Health and Human Services; Financial Services; and National Defense and Department of State through the 2026 fiscal year. It also includes stopgap funding for two weeks to continue negotiations for the Department of Homeland Security. President Trump signed the full package into law on Tuesday afternoon.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Despite Democrat-led attempts to continue a government shutdown, we successfully passed this critical federal funding for a second time to put America first,&amp;rdquo;&amp;nbsp;&lt;strong&gt;said Congressman Rogers, a cardinal member of the House Appropriations Committee&lt;/strong&gt;. &amp;ldquo;I&amp;rsquo;m grateful to have another major round of federal funding, especially the nearly $95 million in Community Project Funding, heading directly to Southern and Eastern Kentucky. &lt;li&gt;&lt;strong&gt;$36.5 Million for completion of the Mountain Parkway Extension Project&lt;/strong&gt;, including construction of 12.6 miles between Salyersville and Prestonsburg.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;$5 Million for the new Wolfe County Search &amp;amp; Rescue Emergency Operations Center&lt;/strong&gt;, which will include emergency training, 911 operations, rescue equipment and a landing pad for medical helicopters.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;$2 Million for a new Northern McCreary County Firehouse&lt;/strong&gt;, which will help serve more than 17,300 residents in rural southern Kentucky.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;$6 Million for the City of Pikeville to construct a new industrial building&lt;/strong&gt;&amp;nbsp;at the Kentucky Enterprise Industrial Park, which is estimated to create up to 100 new jobs in the region. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;$2 Million for the London-Corbin Regional Airport&lt;/strong&gt;&amp;nbsp;to renovate the airport&amp;rsquo;s aging terminal to improve safety, security, energy efficiency and functionality.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;

&lt;p&gt;&lt;span&gt;$2 million for Operation UNITE to continue substance abuse prevention and treatment projects in Southern and Eastern Kentucky.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;strong&gt;Coal Communities&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Focusing on economic development in Rural America and coal communities, this bill provides $135 million for the Abandoned Mine Lands Economic Revitalization (AMLER) Program, with Kentucky being awarded nearly $28 million for 2026. Congressman Rogers created the AMLER program for several coal producing states in 2016, as Chairman of the House Appropriations Committee, to help revitalize the economy in coal communities. Further, this bill provides $80 million for the Assistance to Coal Communities Program, providing grants that have been competitively awarded to Eastern Kentucky communities for many years. Congressman Rogers also secured $200 million for the Appalachian Regional Commission, including $10 million for broadband deployment and $16 million for basic infrastructure in Central Appalachia.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;strong&gt;Combatting Drug Abuse and Drug Trafficking&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;In addition to providing $3.2 billion for the DEA to continue dismantling drug cartels, this pro-law enforcement bill provides increased funding for state and local police through Byrne JAG grants and COPS hiring grants. It also includes $35 million for the nationwide Hal Rogers Prescription Drug Monitoring Program and $12 million for non-profits that are focused on substance abuse prevention and education.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;strong&gt;Making America Safer during Severe Storms&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;In light of catastrophic severe weather in Kentucky and other states nationwide, this bill invests more than $6 billion in the National Oceanic and Atmospheric Administration (NOAA) operations to improve weather prediction capabilities and equipment. It also includes $10 million for staffing in National Weather Service (NWS) offices and specifically supports purchases of private sector data to fill NWS radar gaps in Kentucky. Ongoing U.S. Army Corps of Engineers&amp;rsquo; flood control projects in Eastern Kentucky are also fully supported in the legislation.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;span&gt;Providing Opportunities in Rural Kentucky&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Once again, Congressman Rogers protected $610 million for the long-awaited construction of a new federal prison facility in Letcher County, which will create more than 300 new jobs in Eastern Kentucky.&lt;/p&gt;
&lt;p&gt;This bill also expands the 10-20-30 program to fight rural persistent poverty for more EDA grants, a bipartisan program that Congressman Rogers has championed for many years, alongside Congressman Clyburn from Georgia.&lt;/p&gt;
